Summary
On March 25, 2025 the Department of Homeland Security (DHS) published a notice in the Federal Register announcing the termination of the humanitarian parole programs for nationals of Cuba, Haiti, Nicaragua, and Venezuela (CHNV), which allowed certain nationals and their family members to travel to and seek temporary parole at U.S. ports of entry. Read the published Federal Register notice at 90 FR 13611 (March 25, 2025).
What date will the CHNV parole period end?
Based on the Federal Register notification published March 25, the temporary parole period will end April 24, 2024 for all individuals in the U.S. under the CHNV parole program. Individuals in the U.S. under this program are expected to depart the U.S. before it ends April 24 unless the individual has previously filed an immigration benefit request (e.g. adjustment of status, asylum, Temporary Protected Status, etc.) prior to the published register notice or has a lawful basis for remaining in the U.S. If an individual has another lawful immigration status or other basis that permits them to remain in the U.S., they are not required to depart the U.S. under this program according to the Federal Register notice.
What is the immediate impact?
- DHS terminates the CHNV parole program effective 3/25/2025
- Cancels all pending and approved advance travel authorizations (ATAs)
- Reduces the two-year parole expiration already granted to existing CHNV parolees to 4/24/2025
- DHS will begin revoking employment authorization documents issued under category (c)(11)
What can I do if I or a family member is impacted by the CHNV parole program?
If you are currently enrolled at the UW, you have free access as a student to free legal help through Student Legal Services. They have legal staff who specialize in immigration matters and can also provide referrals if that is needed. ISS also has additional resources available under Immigration Help for more information.
The ISS advising team can answer questions about the F-1 and J-1 student visa categories. International Student Services does not provide general immigration advising and we do not have any immigration attorneys that can assist with this area of immigration.
